רקע היסטורי:
שערוריית הפניקס או סקנדל הפניקס, היא פרשתה המצערת של חברת הביטוח הגדולה ביותר באוסטריה בזמנה, אשר קשרה קשרים עם הקרן הקיימת והעבירה לידיה אחוזים מפוליסות ביטוח שנקנו על ידי חברי ההסתדרות הציונית. בשנת 1936 התברר שיש לה גירעון גדול, והיא פורקה על ידי ממשלת אוסטריה.
החברה הוקמה בשנת 1882. משנת 1914 היה וילהלם ברלינר מנהל החברה באוסטריה. בשנת 1927 היו לחברה סניפים במדינות רבות.
בגרמניה התעמולה הנאצית הטיפה נגד החברה, בגלל שרב מנהליה היו יהודים, אך החברה סירבה לדרישת השלטונות הנאצים לפטר את עובדיה היהודיים.

כן נכללו ברשימה עיתונאים שנתבקשו שלא לפרסם את המצב האמיתי של החברה ומפלגות פוליטיות, הסוציאליסטים כמו הנאצים.

historical background:
the Phoenix scandal, is the unfortunate affair of the largest insurance company in Austria at the time, which made connections with the Jewish National Fund and transferred to it a percentage of insurance policies purchased by members of the Zionist Organization. In 1936 it became clear that it had a large deficit, and it was dismantled by the Austrian government.
The company was founded in 1882. From 1914 Wilhelm Berliner was the company's director in Austria. In 1927 the company had branches in many countries.
In Germany, Nazi propaganda preached against the company, because most of its managers were Jews, but the company refused the Nazi authorities' demand to fire its Jewish employees.
On February 17, 1936, at the age of 54, the company's director, Dr. Wilhelm Berliner, died suddenly. The company's problems are said to be minor, stemming from the global economic crisis, and can be repaired, so the insured will not be harmed, but at this point the police have already arrested several of the company's employees, including three executives and Berliner's secretary.
Berliner's estate contained a list of bribe recipients from the company, including the name of Austria's Supervisor of Insurance, Heinrich Oshner, who had not checked the company's balance sheets since 1921, and committed suicide when police reached him.
The list also included journalists who were asked not to publish the real situation of society and political parties, socialists like the Nazis.
By April 1936 it was already clear that the company had no chance. Compass Bank, a subsidiary of Phoenix, first closed down and a few days later the company was disbanded by the Austrian government.
A wave of suicides were reported in the press. The collapse sparked a wave of antisemitic publications in Czechoslovakia, Austria and across Europe.
