רקע:
ועדת אונסקו"פ - הוועדה המיוחדת של האו"ם לענייני ארץ ישראל (UNSCOP - United Nations Special Committee on Palestine) - הייתה ועדת חקירה בינלאומית שמונתה על ידי העצרת הכללית של האומות המאוחדות במאי 1947 כדי לבחון את שאלת ארץ ישראל, בעקבות בקשתה של ממשלת בריטניה לחוות דעת של האו"ם, לאחר שלא הושגה הסכמה על הפתרון העדיף.
הוועדה שמעה עדויות בארץ ישראל (אליה הגיעה ב-16 ביוני 1947), במדינות האזור הערביות, בניו יורק וגם במחנות העקורים באירופה. הוועדה נפגשה בארץ ישראל עם נציגי היישוב היהודי, על פלגיו השונים. את הקשר היהודי עם הוועדה ריכז ולטר איתן. את הסוכנות היהודית ייצג משה שרת יחד עם אבא אבן ומשה טוב והיא הסתייעה במומחים שונים דוגמת שמחה בלאס אשר טענו בפני הוועדה בזכות יכולת היהודים לפתח את הארץ. בתחילת יולי 1947 הופיע בפניה דוד בן-גוריון, ששאל את חבריה: "מי מוכן ומסוגל לערוב לנו, שמה שקרה אותנו באירופה לא יקרה שוב?... ישנה אך ערובת־ביטחון אחת: מולדת ומדינה"

UNSCOP - United Nations Special Committee on Palestine (UNSCOP) - was an international commission of inquiry appointed by the United Nations General Assembly in May 1947 to examine the question of Eretz Israel following the government's request UK for a United Nations opinion, after no agreement was reached on the preferred solution.
The committee heard testimony in Israel (reached June 16, 1947), in the Arab region, New York, and in the DP camps in Europe. The committee met in Israel with representatives of the Jewish community, on its various factions. Walter Eitan coordinated the Jewish relationship with the committee. Moshe Sharett was represented by the Jewish Agency together with Father Eban and Moshe Tov, and she assisted with various experts, such as Simcha Blas, who argued before the committee for the Jews' ability to develop the land. At the beginning of July 1947, David Ben-Gurion appeared to her friends, who asked: "Who is willing and able to guarantee us that what happened to us in Europe will never happen again? ... There is but one guarantee of security: homeland and state"
