Background:
The Watchtowers in the Galilee program is a large-scale program for the establishment of Jewish settlements in the Galilee in the years 1979-1980 (Begin's government). As part of the plan, a large number of small Jewish settlements were established in a short period of time, which were called "Mitzpim".
The implementation decision for the observatory plant was made in April 1979, at the meeting of the Joint Settlement Committee of the Government of Israel and the World Zionist Organization. The decision approved the construction of 30 observatories within 6-8 months. According to her initiatives, the purpose of the plan was to disperse a Jewish population throughout the mountainous Galilee in order to increase the proportion of the Jewish population in the Galilee and to prevent Arab residents from taking over state lands in the region.
The program was mainly financed by the settlement department of the Zionist Organization.
In the first stage, each Mitzpe was staffed by 7-15 families who lived in temporary buildings. Some settlements were designed for a population that was looking for housing and quality of life.
